Default Club Car speed issue on hills

I’m hoping you guys can give me some advice.

I just purchased 2 club car golf carts.
Cart 1 is a 2011 Club Car Precedent, serial # PH1234-304315
Cart 2 is a 2013 Club Car Precedent, serial # PH1339-404082

The 2013 cart has been upgraded to speed code 4 and is now faster than the 2011 cart but is still slower than the other carts in my neighborhood. (mostly EZ-Go carts). But the real issue is both carts slow down a ton when going up any type of incline. My neighborhood only has a couple small inclines but there is a very noticeable slowdown in these carts.
From doing some research it seems that this is a known issue with the Club Car golf carts. Can anyone confirm this?

I like the carts, but the hill issue is basically a deal breaker for me. My question is if I wanted to upgrade the 2011 what would be my best option?
Will upgrading the controller to the Alltrax XCT300 be enough to give me the speed I’m looking for (20 mph) and solve the issue going up hills or will I also need to upgrade the motor to a plumb quick bandit?
Are there any other components I will need to replace as well?

Is everything stock on these cars?
Tires and wheels especially?
You can add taller tires to increase speed, but this will cost you in torque.
Best solution for both speed and torque is 400amp controller (which you can use with stock motor), at least 4 gauge cables as well.

Everything is stock.
My worry with replacing the tires is it will make it even slower on the hills.
I will look into the 400amp controller. Thanks.

Upgraded controller and cables opens the door to any motor option you want. You give a custom builder like D&D or Plum Quick your desires and they can make it happen.
