Make sure the carb throttle plate is actually opening. The most common failure we had with a rental fleet of G22s was the throttle cable from the pedal to the governor. Cart will crank, but won't open the carb to let air/fuel flow.

New carb before or after you ran out of gas? Is the fuel pump getting gas to the carb?

OEM carb or cheap amazon style carb?
Clean and blow compressed air through carb to clear any obstruction?

The hose from the fuel pump to the engine block. Blow compressed air threw this hose. Sometimes they get moisture in them and makes it feel like it is out of gas.
