I do feel, however, that my dealer should be able to correct this as I was told by them that it should be reaching 19.5 with no problem.
You can tell if your controller has the lame software by removing the plastic cover with the tow/run switch. Then look at the sticker on top of the controller, SW version 7.0 is lame, software version 6.0 is good.

Looks like I got a lame one :( So is this why I can't get it to 19.5 and is there anything that can be done to fix that?

Without seeing the thing in person, with a handheld diagnostic tool, I would only be guessing. The new software is not likely the problem, all our new ones can meet 19 mph no problem. Also, how are you measuring speed, I do not trust any roadside radar speed snitches, they are notorious liars.

I have used Google Maps (they have added speed to the app recently) on my phone. I also downloaded a speedometer app on my phone and they both are reporting the same thing.

Hmm, in general, I do trust GPS, if it's good enough for the military, it should be good for me. BUT, maybe try a GPS app on someone else's phone, because I have heard of weird phone issues.

The guy that has come out to service it the two times also used his phone with a speedometer app and we were matching.

The one RXV with 7.0 that I evaluated, when set to Freedom mode with the passkey, dropped an additional 20% off of the maximum current capacity of the controller. This causes the controller to starve for current to drive the AC inverter output when there is even the slightest grade. So it's now an additional -30% instead of the additional -10% of the former version.

To put it in numbers that can be understood...

The prior versions of the Curtis 235 Amp stock controllers were limiting to 145.7 Amps maximum after passkey use, while the 7.0 version is now limiting to 98.7 Amps maximum after Freedom mode is enabled by passkey. This can be turned back up afterwards, but until it is turned back up it'll be a dog. I guess that is what E-Z-GO wants the new RXVs limited to.
