From the wiring diagram it appears I can jumper the hot (black) from the power input to activate the transformer. Then I will check like you mentioned above

Sounds like you're measuring from one side to the center-tap and then all the way across the secondary.

Put one test lead on the center-tap and then measure to each of the outside terminals.

Not exactly sure what the AC Voltage ought to be. My guess is 45VAC or more.

You are correct. Just tried that and got 38.7 on each leg

Will do, as it turns out I cannot get the board anyway. DPI is out of stock on a lot of parts and no expected date to ship. Maybe the chip shortage? Maybe due to no one to work? Either way I am not getting parts.
