1987 EZGO Cart

I have a problem, my golf cat will move when I put it in f/r and not pushing the pedal, and the key is in the off. I have a 1987 EZGO Textron and I replace the F/R switch cause one of the Brass tops was burn out! I marked all the wires to make sure it would be hook up right. Now the cart will move forward or backward with the key switch off and not pushing the pedal when I move it in the forward and back. I'm lost on this

Does anybody know if a 1987 ezgo txt golf cart electric motor be fixed, I broke one of the legs off when I was trying to replace a wire on the motor?
