So i bought a new set of batteries because the pack volts were down. I replaced them today and went to plug them in and the charger is doing the same crap as before rapid red flashes and no charge. I Know it isnt the brand new batteries so where to go from here? was the old batteries still good and i spent money for nothing? ready to burn this cart down. its a powerwise eq charger

I does sound like a charger problem. Check the voltage in the receptacle where the charger plugs into the cart so you can be sure the charger is 'seeing' the correct minimum voltage to operate.

this is so very frustrating!!! i had a good idea the battery pack was near the end of life with the overall volts being in the low 30's Now i am wondering if it was all a charger issue and i could have made another year out of them

Could be, but that is "split milk" now. I had problems with my charger and by searching threads on this forum was able to diagnose & fix (ordered new board for charger). First thing to do is clean charge receptacle of cart (and charger end). Then get voltmeter and test componants. I'm not very mechanical, so if I can do it, anyone can. Use search feature and put in your charger brand...you'll get a lot of results.
