Default KF 82 Poor Performance/Running Lean

First off, thanks to everyone on this forum. These posts have helped me a ton with cart diagnostics over the past 10 or so years.

I have a KF82 I just rebuilt. It starts and runs decent but hesitates when you give it full throttle. If you slowly increase the throttle it will increase RPMs but still has an overall hesitation. Spark plug is whiteish (lean.....) but the carb seems to be fine.

Things I've done so far:

Checked compression. 92-95 psi (low? but I saw somewhere that these run around 100)
Tested new RH carb vs older carb. No change.
Changed spark plug. No change.
Checked spark. Strong spark, not erratic.
Unbolted muffler. No difference, not plugged.
Manifold pipe seems way hotter than it should be.
Replaced fuel pump and filter. Better fuel flow but not much of a difference.
Removed fuel tank cap (suspecting maybe pressure issue).
Found some oil in pulse line but oil level is good. Pump still puts out fuel and carb bowl is filled.

If anyone has any suggestions or tips I would greatly appreciate it. I'm at the end of my leash here lol

White-ish plug and hotter than normal exhaust pipe does point to a lean condition.

Your compression is fine.

How about your valves? Did you do anything with them? Did you put the tappet caps back on the exact valves you removed them from during disassembly?

And just to be sure, you lined up your timing marks upon re-assembly like it shows in this thread, right?

I didn't mess with the valves at all. I may have mixed up the tappet caps but I think thats unlikely. Is there a way to check those? Timing is good. Double checked that as I had to replace the counterbalance shaft assembly. When the con rod blew it took part of the gear out with it.

The tappet cap clearance gets checked with a feeler gauge. Clearance should be .004-.008".

You could try swapping the tappet caps on the valves and see if your performance changes. There's only two caps and two valves so they can only be installed two ways. You can get to them behind that little steel plate on the front of the motor with the single bolt in it.

I checked them. Intake is tight and won't even fit a .004 feeler. Exhaust is a tad loose with a .008 feeler. Possible intake valve wear?

What model year is it? I know on the 1990-91 models they introduced a rev limiter that can affect the RPMs.

Also, is the governor hooked up and/or calibrated? It's that long rod that runs from the carb butterfly to the transaxle.

Just checked, it's a 91. The governor is hooked up but I doubt thats the issue as it runs the same with or without.
