George, I had the exact same problem with my 2004 DS. After doing some testing I replaced the speed sensor and car runs great now. Regen braking also works again.

You really need to eliminate the possibility of a faulty potentiometer first... Can you get a good meter and set it 20,000 ohms and test the output of the pot? Should be a smooth 0-5K +/-
