I have a g-20 same as a 16 with a plowmans free flow air filter, jet kit and rear clutch with there black spring and belt. I just done the Governor thing where you drill the top of the bracket and have 23" tires. My cart's weight is 1000 lbs and with me and a friend about 480 lbs top speed by GPS was 32/34 mph, 28/30 without running its guts out!!!!
Hope this helps,LURCH!!!!!

I would make sure your belt was not worn and if you have the tension cable on the engine set that right. I tightened it (better take off up a hill) until I lost top speed (hand held gps) then backed it off a little. Air the rear tires up a little more I run 12-15psi but also haul loads in my box. Governor will control speed because you need rpm to get speed. I don't know if the jet helps that much I hogged the airbox out on my G9 and then had to enlarge the jet quite a bit, but racing another cart it didn't make much difference...maybe but hard to tell. IMO making sure the clutches are tip top shape (cleaned lubed working well) gives more results than engine mods. A cut secondary sheave will help takeoff and towing but does not affect higher speeds. The clutch springs help but I've not run one, but again they help power mostly too big a spring will hurt top speed so make sure you get the right one. I would say plowmans knows what he is doing watch out if you get an ebay spring/etc. My g9 with no limiter will run 30gps on pavement and 28 on dirt (on the level), on 22s, stock spring that was stretched a little.
