If ezgo says '84 than I guess it is, but 1989 is when Ezgo went to the metal front cowl with plastic lower half which is missing in your pics. I may be wrong but, I also don't see the resistor type throttle control either, a square box with coiled wires in different thickness to control speed.

The coils are behind the ID plate. The plate is mounted to "mud flap" above the tire and the coils sit very near that on the back side.
