(Help) 99 EZ-GO gas golf cart maybe a TXT or Freedom

I am having two issues with my golf cart, and I was hoping that someone on here could be of assistance.

My golf cart is a 99 EZ-GO gas golf cart. Might be a Freedom or a TXT. Unsure what it is.

My first issue is that every time I go to start my golf cart in the morning it takes it about 5 or so minutes to get going. Generator belt turns but that's about it. Even if I choke the cart, it doesn't help. My neighbors say it from it being cold, but this problem has been happening since before last Labor Day weekend.

My second issue is that just recently ever time I come to a stop the generator belt keeps spinning and I have to turn the cart off to get it stop.
