Is motor there as rest can be made from available parts. Frame rust condition is most important? Price for complete cart?

I do have the motor (36/48V - 2HP/2.7HP, works fine). I have taken off the wheels and lugs, so it's on blocks now. But it ran good but slow before I disassembled it. One of the rear drums appears to be welded onto the axle shaft so I don't think it is serviceable. But yes all the parts are available, I just bought it as a donor.
See the latest picture.
For me, it is the value of the motor. I'll take $300 for it all, cart and motor. I would consider delivery in South Texas. Call me if you want more info at 210.601.8231 John

as for the rust, the floor board panel is rusted but the body and frame are good.
