Well the secondary clutch repair didn't help a thing. I seriously have no clue what could be causing my issue. Anyone have any other suggestions?

Check to see if the brakes are dragging. Does it push easy?

It don't push hard. And when you do get it up to speed and let off it coasts normal. It's just driving my nuts trying to figure it out. I really don't know what else to even check.

Couple things to check.
Make sure the timing belt is in good shape and the marks are in proper alignment. A tooth off can really kill power.

Use a timing light and make sure the ignition timing is right on, after checking the cam timing not before.

If you have a tachometer check the rpms while climbing.
Could have dirt or damage on the weights in the drive clutch.
To much weight ie dirt can make the clutch engage to early and keep the engine rpms to low keeping the engine bogged down below the power band.

I have pulled the drive clutch apart and checked that over. I cleaned the pins and made sure everything was free before reinstalling the cover. I will look into the timing. I know my way around a Chevy small block pretty well but this little golf cart engine is new to me. I will try and figure it out. Thank you for the help!

So I am assuming that the drive clutch needs to be removed before one is able to remove the timing cover? Does that require a puller? I was able to move the timing cover enough to look in there. The belt looks pretty good but cannot see the timing marks. Explain what you mean by checking the ignition timing? Hook the light up just like on a car? Is it timed at 0 or what will it be? Or should the marks be lined up when firing?

You can check timing without removing the cover.
Pull both spark plugs and valve cover, put a screw driver down into one of the spar plug holes, turn the motor over to TDC and see if the valves are completely closed, if one is slightly open you need to investigate further.
