Default Governor ?

I took ALL of the slack out, Cart runs better but still hesitates before climbing any decent hill I do have a 6 inch lift on it But never had a problem before

Should I put some slack back in it?

I dont hear any noise from the drive belt. When the engine is up to speed in neutral
the belt squeezes almost to the top of the clutch
Belt is maybe a year old.

BOTH clutches need to be working together, while the drive clutch moves the belt to the top of the sheaves, the rear (driven) clutch should be opening to allow the belt to ride down to the bottom, are they both doing "their thing" ?

Its the governor just needing to be adjusted. Ive been adjusting it slowly the last 2 days and its running great
