Default Problem getting it to go

The cart starts up every time, and it idles nicely. But push the peddle down just a bit, and it dies. Makes no difference if the choke is pulled or not. If I get the cart to roll, it takes off. Runs fine, but stop and it's back to giving a push to go.
I pulled the spark plug wire off one at a time. I didn't notice any difference when starting up.

When I pulled the plugs, they looked good. No carbon at all. Light gray in color.

I put it on a charger to make sure it was topped off. I don't get it. Things look good.

Does it do the same thing when you give it gas in neutral? Or does it rev up like it should?

Engine off or idle is the belt all the way at the top on rear clutch and all the way at the bottom on front, With a gap between the belt and sides of front clutch?

Rev engine in neutral, are the clutches working like they should?

If you push it, get it rolling it takes off!?

Well, Gearhead1956 you're onto something. I jacked the rear up. Does the same thing. Pull the peddle down just a bit. And it starts. Push a little more. And it dies. But I noticed that the carb linkage is not moving. Unless I push down an inch or two. So I moved the linkage ( just above the starter/charger belt) Runs like a champ? What the heck?

I tightened up the pedal to the governor so there is just a little slack. It starts okay, but it plays hard to get in getting it to move. Much better, but nothing over two or three MPH.

Is there a "how to" in getting all those cables set right?
