I still don’t think it’s running. I think it’s just driving by starter motor. You’re going to have to work down a checklist as the guys here suggest. Spark? Fuel flowing from fuel pump? Gaskets for air filter still in place and air filter sealed?

It doesnt sound like it is running to me either.

When its "running" in neutral, open the throttle on the carb by hand. Let us know if it revs up

Ok good. I'd start by checking compression and adjusting the valves. Let's find out the health of the motor. If compression is low then adjusting the valves may help. If compression is low after valve adjustment, pour a tbsp of oil into the spark plug hole and check compression again. If it jumps up with oil in the cylinder the motor is going to need to be rebuilt.
