2pg runs strong then stop....
I changed the ignition to HEI and got the cart to start up. Now when I pull the choke it starts up, kinda rough, then it winds up nice and then all of the sudden cuts out while foot is down on the gas pedal. To get it started again I have to pull the choke, it fires up, then winds up again nicely until it cuts out again. What are your thoughts or have you experienced this? Just want to make sure it is not something I can fix before pulling engine for crank seals and top end rebuild.

Is there a chance it could be starving for fuel? I know when I take the fuel line off the carb and crank it plenty of gas gushes out, but thinking it may be getting lean while running... any ideas?

Unless there's crud in the carb that restricts fuel flow, it shouldn't be starving.

It has to be sucking air from somewhere. Loose bolts on cylinder, or head. Loose fuel pump bolts, and bad seal there, or the most likely culprit would be worn crankshaft seals.

A bit of a long shot ( but easier to check than replacing crankshaft seals) could the breather be blocked. There should be a 6 inch plastic tube from the top of the carburetor which allows air in as the fuel level falls in the bowl. If this is blocked he engine will start but will quickly try to form a vacuum and stall. As the air pressure slowly equalizes fuel will once again flow from the bowl and allow the engine to start.
