Let's start with...…
What year cart, and engine?

What do you mean by won't turn off? Is it dieseling a little and dies? Is it running full throttle? Is it just the starter turning?

How did you get it to stop running? Did you shut off the key, or did you have to disconnect the battery? Did it stop on it's own?

Does it happen every time you start it now, or just sometimes?

The more information that we get, the better we can help you.

The starter won't turn off. I disconnected the battery to turn it off. The cart is a 2002 EZGO (Gas)

When I reconnect the battery the cart starts idling again..

Put a new solenoid on it. The contacts are welded together

Under the seat on drivers side. Remove the plastic cover and you will see it.

What happens when you turn off the key?

If it stops by turning off the key, I would say the pedal switch is stuck closed.

If it keeps running when turning off the key, I would say the solenoid is welded shut.
