Default not enough RPM - clutch won't engage

The motor runs fine; not enough RPM's to engage the fly-wheel (?) clutch to squeeze the belt & get the darn thing moving. I notice when the motor stops there is a puff of air coming out around the connection from the carburetor to the main engine block. Looks like it needs a new gasket at that spot. Is there enough compression leaking from that single spot to cause the low RPM's?? Or is it likely there is another gasket causing the issue??
