2008 st express questions

I found this 08 viper blue with blue and orange seats for the FL Gators. Single Kawasaki engine. Low hours. Guy wants $6k. All stock with a white roof ,windshield and wiring for radio. Took it for a ride with my wife and that thing is noisy and not very fast.What can I do to quiet it down if I buy it? Also what are my lift options? It is not enough as far as I am concerned.
