Thanks Sergio. Here's what I found out after some testing: I have 51v going into the OBC, and using Sergio's test method from post #17, only have 32v leaving the OBC and going into the controller. And from the controller, have 10v leaving the controller and going into the MCOR. My guess is that I have a bad OBC as well as a bad controller. So, I am going to re-install the jumper, and change the controller and see if that does fix the problem

Last and Final Update: I took a look at the wires in the wire loom. There was one spot in the harness where Club Car had heat-shrunk and the wires and come out of the heat-shrink from the battery acid when the previous batteries froze and split. So I cleaned up the wires and re-connected them with wire nuts temporarily. Once that was fixed, I started to test parts according to my service manual. Doing that indicated that I needed to replace my speed controller. Luckily, there was another included. So, I bolted it up, and the cart ran great. I appreciate everyone's help in fixing the problem
