Default 1991 EZ GO Marathon Electrical Issue

I've got a 1991 EZ GO electric golf cart. A few weeks ago, the cart died and I noticed some cables that needed to be replaced. I also had the batteries tested and I needed 2 new batteries. After the cables and batteries were replaced, the cart would work if the pedal was barely pressed down. If the pedal was pressed down to the floor the cart would die. This week, I decided to replace the solenoid just as a guess to fix the problem, but I was wrong because the problem was still there. It actually got worse today. The cart will no longer go forward or reverse even if lightly pressing down the pedal. Currently, the cart will rock slightly once the pedal is pressed down, but nothing more than that. Any suggestions?

We had a friend over today that had a volt reader and I think we got about 36v total with the pedal up but we never tried it with the pedal down.

at 36v your pack is dead. when was the last time you charged your cart. everything you have said points to a battery problem or a bad connection.

That reading may not be correct as I really don't know how to use one of those things. Having suspected my charger may not be working, I took it somewhere else to charge but got the same results. All batteries were independently checked at our local battery/alternator place an they told me two were no good so I replaced those. Again, same results.

I'm just learning too; but to me it sounds like a bad accelerator switch.
