Default Rear tire rubbing against frame-need help

I have a 2001 Yamaha G19 and my rear passenger tire is rubbing against the mud flap area. I noticed today that that tire is doesn't stick out (outside the wheel frame area) as far (only 1 inch) compared to the other 3 (3 inches) from the frame. What could this be and how do I go about fixing it.
I am a new golf cart owner, but am pretty handy so I would like to find a solution that involves me fixing it and saving some money.

Any help would be greatly appreciated.
