Well, since G9 ended production well before 2002 (about 1995) I'm sure that's not the issue. Seems like you probably have a G16 to G22. First thing is that your throttle cables (yes I meant "s") or carburetor is setup incorrect is the #1 problem. Second problem is "why is the ignition kill solenoid not working". Have you (or someone else) "tuned it up for max speed"? I bet you cant drive it at 1-5 mph for creeping along at low speeds. The first problem is carb & throttle adjustment. Second is the solenoid that "kills the spark" whenever the pedal isnt pressed. Even if the "kill circuit" doesnt work, a properly adjusted carb & cable setup would cause it to "die" when the pedal isnt pressed. There are many "ways" to adjust it, and I dont follow the manual "to a tee". I'm still wondering why the factory "kill it" system isnt doing its job. Factory "kill it" switch isn't working . Is the " blue & black wire plug" hooked up at the bottom of the front of the engine?

Sorry, first let's establish what you have. (I jumped.the gun)

When you flip the seat up, does the seat cushion alone come up, or does the seat & a part of the body flip up?

Here's a quick question, when you say the cart wants to keep running after you stop, do you know whether the engine is actually running, or it is simply "running" on the starter? Perhaps you have a defective pedal switch.....

Heres the ignition kill circuit, it's a separate little relay that's "open" then the gas pedal is pressed, and "closed" when the pedal is not pressed. It "grounds out" the coil when the engine is supposed to be off. Yours isnt doing that. You can unplug the blue & black wires plug at the front of the engine, if you do a continuity test on those 2 terminals (on the side from the cart, not the side that goes to the engine) you should read zero ohms when the pedal isnt pressed.

Tested the blue and black wire that connects to the stop/relay switch and getting no readings when the pedal is pressed

It's supposed to be "open" (no reading) when pedal is pressed. Supposed to be "closed" (low ohm reading) when pedal not pressed.

Make sure the cable from governor to carb is smooth and free, and the carb closes all the way as soon as you release the pedal. If not ir can cause it to do this as well.
