Yes there is clearance, I can turn the motor & it doesn't grab the belt..
Can I stretch the spring or put a washer behind it to tighten it, or should I just replace it to be sure. It seems like I can push the pulley in real easy with one hand while I replace the snap ring..

Some guys have stretched the spring, others have added a washer. I would replace it. The spring could actually be broken too.
Did you check for the throttle stop screw?

Well you hit it right on the head this time.. It was the throttle stop.. It wasn't coming back far enough. I turned it back, & now it idles, & I can creep along.. I even put a near full glass into the cup holder, started off nice & smooth, & didn't spill a drop..

Thank You, Thank You, Thank You...

It purrs like new.. now to figure out the proper setting for the rod with 2 white ends, & hooks up to the rod that goes through the plastic cowling, & controls the little flapper in the exhaust manifold..

The exhaust butterfly should match the throttle butterfly. When the throttle is fully open, the exhaust should be fully open.

Yup, that rum got expensive,( not to mention the mess it made) starting out with a full glass & only end up with half when I get to the happy hour..

Got the other rod adjusted & everything works great..
