Default Poor, really poor acceleration

I folks, I'm new here and this is my first post. Hopefully one of you will be able to help.
I have a 295cc cart with model number J202 that I bought used on E-Bay from a United Rental Center. Runs OK but for acceleration. If you are running along then let up on the gas for a few seconds then floor it it may take 5-10 seconds before it comes back up to speed. If the carb had a accelerator pump on it that was not working that would be a symptom of a failed pump but this one does not have such a device.
Looking at the top of the carb where it attaches to the engine there is a small black triangular knob that can be moved about 90 degrees left and right. You can see it in the attached photo. Anyone know what it does? I tried moving it to both extremes and centered but it didn't seem to do anything.
Before I started messing around and possibly making things worse I thought all of you are a lot smarter than I am so if anyone has answers Please help!

the small black triangular knob is a air/fuel mix for low rpms and does not do much, it may be a fuel problem but i would first check and set the valves.
these engines are known for valve problems!

it maybe as easy as the Governor being adjusted wrong

It's the gov doing that. look in the tech section at the governor adjustment for 4 stroke thread.
