Spin your belt off and run the engine. See if it revs up better than when the belt is attached. If so, then one or both clutches is may need attention. If not then you're probably not getting enough fuel (check the fuel draw sticky which I believe is on top of the Harley section).
When secondary clutches (the ones attached to the rear end) go bad they tend to not not collapse the way they are supposed to will absolutely prevent to engine was revving up and keep speed down. |
