The tillotson carbs have the fuel pump built into the carb. Someone may have changed the carb to a regular type carb that does need to have a fuel pump installed, electric or vacuum operated. So yes they all need fuel pumps since gravity can't draw the fuel into the bowl.
Try spraying starting fluid or gas trough the carb to see if it fires. If it does you have carb/fuel problems. |

How should I adjust the carburetor and what should the setting be |

Check the compression and timing. Most of the time a small spark will do something even if it does not run. Has it ran since you have owned it?
