Electric club car power troubles

it has 3 one with 2 wires(first one closest to front of cart) then the next two have 3 wires each on the second one the red wire is a dead end.

Your cart is a series cart and so you have less complicated controls to contend with. You should be aware that new batterys will not be up to full power ( Even when fully charged ) until after at least 20-30 discharge-full charge cycles? Batterys lower than 150-170-190 20 amp hour capacity rated batterys of course would have less power available until break in period is over. NOTE NEVER DISCHARGE BATTERY PACK BELOW 70% until AFTER BREAK IN PERIOD IS OVER. Not being aware of performance of Energizer batterys ( they do have "4 fill holes" dont they? ) and depending on amp hour rating on said batterys can't make any comment? BUT sounds like you still might have battery problems or wiring? Fully charged 8 volt batterys should have 8.49 volts each and total pack voltage should be 50.96, BUT Each battery must have "same readings" to be fully charged.
Question when you checked voltage on each batterys and this was during charging you should have gotten the same readings? With the variation you showed your batterys ( 8.3 to 8.6 ) they are not fully charged and so needs to complete cycle without unplugging or interupting during charge cycles.
OBC has nothing directly to do with cart speed, its main function is to control charger action.
I must remind you that the amount of time charger spends charging batterys and especially new batterys has nothing to do with fully charging them. My last set of 8 volt Trojans I installed ran 16 hours first time put on charger and slowly shortened with each cycle after that to about 5-8 hours depending on what loads I put on pack.
