You can use the 12 volt load tester for 8 volt batterys, just be careful not to overheat them. With a continued 3 amp charge after long periods of time I'm almost sure that you have a battery or batterys problem that wont allow charger to bring pack up to shut off point of about 59-61 volts ( all OBC's shut off at different volt rate ) and this also would account for poor operation and slow starts etc. I think if you would do a hydrometer test you will find some bad cells ( chesk "State Of Charge Readings" in STICKIES ) that are causing all your problems?
