They go on the rear axle, as do those spasers. Try under the springs, with U bolts going on the springs.

I'm not to familiar with club car. but i would say that's a flip kit. your leaf spring will go on top of the axle instead of on the bottom like in your stock pic.

You're going to do a spring over lift on the rear. You have to remove the rear leaf springs one at a time. Lower the axle, reinstall the leaf on top of the axle. The black block then go's on top of the axle, between the axle and leaf spring. The plate on the u-bolt go's all the way to the top (suare end of u-bolt). Install the u-bolt from the top of the leaf spring going down past the black block and the axle. The u-bolt then goes through the original holes in the brake cable plate. The shocks bolt up to the plate on the u-bolt. Repeat for other side. Hope this helps. ( As most know I'm not the best at instructions.).
