Post Charging problem

I have a 1998 E-Z-GO gas with a 295 Robin. On a fully charged battery I can not get very far and when I stop I can not get going. I have a new Alt/Gen and still the same problem, but in a new Gel cell bat, same. Would this be a voltage regulator or selonid ?
