No. The second groove in the plastic end is supposed to snap into the bracket. It’s a little tricky to get them to pop in sometimes, but once it’s in there it won’t come out.
Whoever did that squeezed the bracket up with pliers. Use a flat head screwdriver to open that gap back up to about 3/16” wide or maybe a hair more. Then snap the second groove down into the bracket. If it’s a loose fit then use pliers to close it up a hair.
The rubber dust boot will then fit on the first groove.

Check at the transmission end as well and make sure it’s fit on the second groove as well.
