Does the charger shut off on it's own? What is the pack voltage a few hours after it finishes it's cycle? How old are the batteries? Water levels correct? Distilled water used to fill them?

What is desalted water? Not familiar with that term. You should be using distilled water.

What makes you think the batteries are being overcharged? You have not quoted any voltage readings.....

and the batteries are 2-3 years old...thats a big spread in golf car battery age. You can also look at the batteries and it will tell you how old they are.
