Default 08 non responsive

I have an 08 club car electric cart that doesn't respond at all to throttle application. The only responce I can get is a back up alarm. The battery voltage read by the diagnostic tool reads 0.5v, but my multimeter shows me that the batteries are fully charged. The codes that come up are low battery voltage and HW failsafe. I have cleaned and inspected all connections and believe the problem is the control box. Has anyone had this same problem, before I go and buy an $800 controller

. . did you try charging them?

If you've got a diagnostic tool why can't you figure out why it won't run? You can monitor everything with it. Check all your sensors and switches with the scanner. If all looks good replace the controller. I've seen this issue before. It's an internal short of some sort that won't allow the controller to see full voltage.
