Default Charger not charging

Hello every one hope you all had a good Thanksgiving. I PUSHED my 93 club car into the garage to replace the tires, after finishing I checked the water leaves in the batteries to make sure it was above the plates. Then plugged accu power in and nothing. I went thru all my connections and still nothing, so I went into the charger and took the little black box apart that is bolted to the front of the charger. It appears to work by sensing power from the batteries to push the contacts together for the charger to get power sent to the rest of the charger. I pushed the contacts together from the batteries and the hum from the charger came on woo hoo. So then I took the circuit board out and messed with it a bit to see if anything was wrong wit it. I guess my question is how do I tell if the board is bad or the little black contact deal. Or am I missing something

you need at least 28 volts before charger will come on so 1st check battery pack voltage and see what you have........if its under the 28 volts charge 2 at a time with a 12 volt car charger, no need to disconnect any cables........get voltage up past 28 and try charger again..........also make sure fuse on top of charge receptical is good................................
