Well since I don't know what he put in the batteries (he said acid) and what was in the batteries (before he put in acid), should I just use a turkey baster and get all the fluid out and refill them with just Distilled Water? Is there anything better than plain Distilled Water?

Just add water. period. nothing else. Charge and let the charger finish.
Every minute the plates are exposed to air they are diminishing, I think we can safely say that who ever you bought the cart from has a lot to learn about batteries, adding acid and leaving the water levels low????

$700 for a good looking cart you can drive at all is well worth it. If you can pony up the dough for a new set of batteries and be done with it. Batteries with proper maintence should get you at least 5 years of good use.

Ok cool, I am curious how fast it should go with good batteries? Is 10mph max?

No. you should get up to 12 mph. Aged cables, brushes, bearings, and switches can rob voltage from the production of speed.

Seriously, It was made 30 yrs ago for golf. Engineers designed it to move 2 people with bags of clubs 200 yards over mild terrain at a safe speed. Then rest and redo. You have to keep this in mind when when setting expectations.

30 years ago I hit my driver 275 with an old persimmon wood, guess thats why I walked back then

Yea no problem, just curious if I was getting full speed out of it or if the batteries were in that bad of shape. Like I said to begin with, not looking to win any races.

Eventually I might look into increasing speed, but for now I am mainly concerned with maintaining speed for a few miles.

My 94 club car will go about 10 miles and be at 50% charge and barely slow down. We Love our electric cart. A resistor cart with the speed coils will not go as far at slower speeds but should at full speed. The resistor coils waste some energy. My 94 has a controller. It is pretty stock except for bigger guage wires.
