Your motor isn't spinning and nothing is smoking, so you aren't drawing anywhere near a 100A, so the pack voltage shouldn't be dropping more than 0.2V at most.

If the pack voltage stay close to the same, replace the solenoid.

Today the pack voltage is at 38V.
When I turn on key, put in forward and depress accelerator the pack voltage didn't drop at all.
So this is indicative of bad solenoid correct?

I replaced the solenoid and everything worked great until this morning. Was driving the cart up into my trailer and it just shut down again like before. Brand new solenoid fried. Smelled like something was burning. Any ideas as to why my cart keeps smoking solenoids?

The stock solenoid is rated at 85A and the controller you have passes 400A.

Install a Heavy-Duty (200A) or Super-Duty (400A) solenoid: http://www.cartsunlimited.net/Solenoids.html

The HD 200a unit is sufficient for all 400a controls & on road applications of 500a. The peak amperage handling capacity is 800a (momentary) and sustained is 200a ... the average cart draws 1/3 as much running down the road.
