At this point, battery pack at 35v and cart running (somewhat). Here are the charge problem possibilities.

A charge circuit fuse burnt. Check for 35v at the charge receptacle to see what the charger sees when connected.

If 35v in the charge receptacle but, no charging, check the house side AC power supply to the charger. Good AC power, test the charger on another known-good cart or take it to a cart shop for testing.
