Default Chager problems

When charging my 2007 ez-go txt the charging cycle is only lasting about an hour. And my run time is not long before i can tell the cart is going dead. When I use my neighbors chager it will charge full cycle of about 6 hours. I just replaced the board in my charger also there is a smell that comes from the charger.

Powerwise 280115, here is a manual for it.

The smell might be coming from the transformer or from the capacitor.
Hopefully the capacitor because the transformer cost more than a replacement charger

Here is also how to test the capacitor and transformer.

Not yet haven't had time to take the charger apart. For now I'm just running the charging cycle a few times.
