Your cart's original drive system was designed to turn tires that are 18" tall and if taller tires are installed, there will be less available torque and it will slow more going uphill, so it is basically true. However, the original drive system can be upgraded to turn oversized tires and climb hills without slowing excessively.

The taller the tires, the more extensive upgrading is needed.

The controller in your cart has been upgraded, but is the controller installed robust enough to turn the tire you want to put on it remains to be seen.

What can be seen is the the solenoid appears to be stock and the cables are original, which most likely means the F/R switch is original also.

Of course, none of that matters very much at the present since the frame needs to be fixed.
Thanks for the info. Guess I'll give it a try and if don't like it I can always upgrade everything

At a minimum, you need to upgrade the solenoid and high current cables just to get optimal performance out of the controller that is installed.

The cables in it now are likely to be 6Ga and you need 4Ga or thicker.
The solenoid is rated for about 85A and it ought top be 200A or higher.

Cool. I'll look into a solenoid once I get done with the frame swap. Yeah, the cables are 6 gauge that's on it now. Thinking of doing #2 for future upgrades :). Figure buy once and be done.

We catch a bad rap sometimes, because we sometimes suggest "scrapping the original stuff" to make a competent system. In our defense, the original stuff was "just good enough" to play some golf, hardly good enough for a lift & big tires. The stock setup was "just enough" for golf use.. Now how to fit the plans into the real $$.

cg, if I may, I'd like to add a qualifier to you excellent description.

the original stuff was "just good enough" to play some golf for the duration of the warranty period.

Nothing to stand corrected about CG, your original statement wasn't incorrect, it was just incomplete.
