Default txt controller, is putting out about 1/2 speed?

A guy towed his 36 volt txt in the other day. It was a 96 or 97, all stock. Said it quit running while driving it.
I troubleshot and deducted it was the controller. This is all stock cart, very basic.

The controller is a curtis 1206 and also the solenoid has a funky looking circuit board hanging on it, that has the resistor set up on it.. I haven't seen this circuit board thing before.

Anyway, i installed a rebuilt controller on the cart, and now cart runs fines, except it is real slow. It runs at 8 mph only.

Guy said it was faster before, not quick, but maybe 13 mph, definately not 8 mph.

Since everything is fine except the speed, what can the problem be? This is not programmable, and the controller is the same model that came off there.
I thought that this controller would work or not, no in between.

Any suggestions as to why the speed is down now?

Maybe reverse and forward are swapped. Reverse is usually half speed.

Sounds like a DCS cart because they had the funky circuit board hanging off the solenoid. Round silver puck by your right leg with microswitchs.

ok, today i swapped the 2 wires ( f1 and f2) on this newly rebuilt controller, and it made no difference. The cart still is about 8-9 mph.

Checked batteries again, all charged up at 38.9, installed new cables just to make sure. Also checked its adjustment, also went thru troubleshooting guide, all pins check out.

Everything is fine, cart just runs slower since installing the rebuilt controller ( 1206).

I'm out of things to try, anyone got more ideas?
