Default EZGO moves in tow mode

I have a (pre) 2001 EZGO TXT PDS (all stock) and found that the cart still moves, slow but still moves, with the run/tow switch in the tow position. Is this normal? I thought with the switch in tow mode that the cart would not move at all.

Switch might be bad? Try disconnecting one side of the switch to see if it still moves after disconnecting the wires...

With the Run/Tow switch in Tow, the only way the cart should move is by an external force being applied to it. IE: Gravity or being pushed/pulled by someone.

Check the voltages on the pins of J3 (with J3 plugged into controller).
In Run, all four should have full battery pack voltage on them.
In Tow, only tow of them should have voltage.

I have the same issue with my 99 cart. Anyone have a pic of said J3 so I can be certain of which to check ?
