Engine revs high but speed doesn’t match rpms

So my cart before I started my engine rebuild would rev high when I hit the gas but doesn’t move as fast as it should be the rpms and speed where off but once it revs high it starts to come back down and match the speed to the ramps not sure what causes that

Possibly worn belt and/or worn clutches.
