Mine limits the speed to 1/2. If switch is on it will run 12-13 mph, if off it will run 22-23mph

Make a note of which wires go to which terminals, remove the wires from the switch, test operation of the switch itself with a multimeter. That's a $5 switch and not exactly weatherproof.

To test the switch with a multimeter I would test the wires right? What should the DC voltage be?

First we test the switch to prove whether it is functioning or not.

Set your multimeter to Ohms (any range will do) and touch the probes together. The meter should quickly count down to a 0 reading. This indicates a complete circuit with 0 resistance. Now touch your probes to the terminals on the switch (wires removed for this test). While holding the probes on the naked terminals operate the switch. If the meter changes value with each change of the switch the switch is good. If the meter never zeros out the switch is bad.

Whats size controller do you have (AMPS)?
