You can also check it with an ohm meter as some coils are outside the ohm threshold to signal continuity, but regardless, the field coil or solenoid bridge (internals) have failed or failing if it is intermittent as you had the 48v + & - to close it in and it did not.....

100% yes!!! Always start with the batteries. If they don't work, NOTHING ELSE WORKS.
