Default 2006 Gas Club Car overcharging the battery

I have read some other threads and I still have some questions. My mechanic has tried two S/Gs and two V/Rs and I still get a reading of 17V at the battery with the engine running. The battery is new. I'm not driving it much because I don't want the battery to explode. Looking for possible solutions. I live in Panama and parts are not easy to come by.
