UPDATE:I realize this post is a little older but I wanted to share what I have found and what seemed to fix my problem.
The problem was getting worse so I decided to order new drums and new shoes. So, I found out that the new drums are fine. I also found out the new shoes are not correct. I do not believe I was sent the wrong shoes. I am not sure the year brakes on the cart match the year of the cart because the cart has a remanufactured serial number. Just my educated guess but I could be wrong.
Anyway, check out the pics. Notice I do not have an adjustment screw at the top of the brakes. Instead, there is an adjustment screw at the bottom of one side of the shoes! I had to take off the shoes in order to move that screw in a little. Viola, brakes no more hard stopping!! So I left the new drums on and now have shoes that do not fit. Man, I hope I never have to touch those brakes again! What a pain in the rump!

Every cart I have worked on has tight brakes. The brakes on most carts adjust when you apply the brakes firmly going forward. They become tight and need to be backed off, if tight it will cause your batteries to not go as far as they should. Lift your cart and check that your wheels turn freely, you should slightly hear the brakes but turn easy. Also, when you remove the drums it's a good idea to remove the ridge with a disc grinder so the next time you need to remove them, they'll come off.
