97 DCS freedom goes fwd even in reverse. resistor is hot

I have a 97 Freedom DCS I just replaced the solenoid on it last week everything was working great except for the fact my friend who stored the cart for me never plugged it in all winter so I took all the batteries out and charged them individually to bring them back to life since they were only 2 years old. Once I replaced the batteries and I hooked up the last battery cable while it was in tow it arced a little then when I put it in forward or reverse it goes forward. I checked the micro switch it it is functioning properly but the bottom of the resistor going across the solenoid remains hot even when you put in neutral and turn the key off. I was thinking I would have to get a new controller but could the solenoid been bad and have failed already? or the resistor cause this?
