If it was suppose to be light tan, maybe it was painted white and that powder is actually the white paint flaking off.

I will try wet sandpaper and find some hidden area to test to see if it was painted over. I noticed some very light black specks and dots all over the lower part which I think it could be oil or mold.

Either shouldn't be able to stain plastic body unless it was painted over right?

They attract that black mold stuff from the trees, like I said bleach takes it off nicely or try a bleach based cleaner.

Thank you for all your feedback!

What I used was soap steel wood. Most of you know it as SOS brand.

It didn't fully restore the body back to its' "former glory" but it sure did a heck of a great job and it made a huge different.

It no longer flakes or whiten my hand when I touch it so it a big improvement to me.

SOS pads are great, just make sure you don't stick the wool into the plastic. Eventually it will make a rust spot. You can use a fine scotchbrite pad or a green dishpan scrubber, they are plastic and wont leave anything.
